Several 12- to 14-Year-Olds Arrested for Rioting

The Shaker Heights Police Department supplied the following information. Where arrests or charges are mentioned, it does not indicate a conviction.
Shaker Heights Police arrested five teenage girls for rioting after a fight broke out on Chagrin Boulevard last week.
The fight occurred between Normandy and Daleford Roads Sept. 1. Police would not say why the five girls, all aged 12 to 14, began fighting except that they did not get along in school.
One of the five girls was also charged with obstructing official business for not following officer commands, police said.
No one was seriously injured.

Why use the word "rioting" in the headline for this story? That seems way overblown for what is described in the article. Just curious how that decision was made. Thanks.
